When someone sees a cat, they really want to snuggle that fluffy creature. Soon though, they realize that cats dont like hugging very much.

There's some cats who are very loveable, but those are a rarity. In most cases cats are selfish and choose themselfves when someone can touch them or not. The thing they can't resist is scratching their neck and behind their ears. Those are places, which are hard to reach and thats why they allow to be touched there. They probably like it because it seems like they're enjoying it, and sometimes they evven start purring. Every cat is diffirent. If you really want a hugging cat, be sure to check if it really is that kind of cat.
